100% Spanish mortgages can be offered to Spanish residents whilst non-residents are more likely to be offered between 70 and 80%. Set-up fees are widely accepted as quite steep, but the offset for this is that on-going rates are very reasonable, and certainly much lower than in many other European countries. Its worth remembering that most mortgages and loans will be offered on the basis that any set-up fees will be deducted from the loan amount, so be aware that you may need more cash than you thought in order to proceed with the agreement.
